Impact of Cost Sharing on Education Reform of Secondary Education (ROSE II)


This study has two objectives. The first is to analyse the current cost-sharing scheme in Jamaica, in terms of the amount of funds collected from students and the use of the funds, the impact of the scheme on the equitable financing of secondary education, and its impact on various aspects of education demand and student life. The second objective is to identify strategies for making cost sharing more equitable in the light of public financing constraints.

In juli 2003 werd een aanvang gemaakt met het formuleren van het 5-jaren Sectorplan Onderwijs op basis van de contouren uit het SEP, dat beschouwd wordt als een voortraject van dit plan. In tegenstelling echter tot het SEP waarin ook volksontwikkeling (Sport, Jeugd en Cultuur) is opgenomen, heeft dit plan alleen betrekking op de sector onderwijs, met dien verstande dat vormingsaspecten van de volksontwikkelingspoot in dit plan zijn geïncorporeerd.

Meerjarenprogramma voor de Sector Huisvesting in Suriname


De sectorstudie 'Meerjarenprogramma voor de sector huisvesting in Suriname' vloeit voort uit de afspraken die zijn gemaakt tijdens het beleidsoverleg in juni 2001 tussen de Surinaamse en de Nederlandse overheid. Tijdens dit beleidsoverleg is onder meer geconstateerd dat een analyse van de sector huisvesting gewenst is om te komen tot een herdefiniëring van de rol van de overheid, een herstructurering van de financiële sector en het plaatsen van de sector in het bredere kader van nationale en internationale ontwikkelingen. Vervolgens zijn in juni 2002 de Terms of Reference voor de sectoranalyse verschenen. In oktober 2002 heeft ECORYS, in samenwerking met Ace Consultancy, de opdracht gekregen van het ministerie van Planning en Ontwikkelingssamenwerking voor het uitvoeren van de sectorstudie.

The Poverty Eradication Program Plan of Suriname


The Poverty Eradication Program has two main elements, as follows:
1. A Program to Upgrade the Social Safety Net, which seeks to protect individuals and households from problems of chronic incapacity to earn and from the medium term effects of economic re-engineering.
2. A Program of Resource Development and Employment, which provides for long-term gains and sustainable eradication of poverty through the development of earned incomes. (Prof. Vanus James - 2001)
